  4. While the soup is simmering, make the dumplings. In a mixing bowl, combine the flour, baking powder, and salt. Add the melted butter and milk and stir until just combined.
  5. Drop spoonfuls of the dumpling mixture into the soup, spacing them out evenly. Cover the pot and let simmer for 15-20 minutes, until the dumplings are cooked through.
  6. Remove the bay leaf and season the soup with salt and pepper to taste.
