Enhancing South Bay Connectivity: The C Line (Green) Extension to Torrance
Metro’s C Line (Green) Extension brings enhanced connectivity and sustainability to Torrance, reducing congestion and emissions.
Last Updated on September 13, 2025 by Rod Washington
Metro is paving the way for improved transportation in the South Bay region with its ambitious plans to extend the light rail system from the Redondo Beach (Marine) Station to the new Torrance Transit Center. This extension, part of the Metro K Line, aims to provide a seamless one-seat ride from Torrance to LAX, Inglewood, and the Metro E Line, offering commuters an alternative to congested roadways. With the potential to reduce car trips and greenhouse gas emissions significantly, the C Line Extension holds promise for addressing both transportation challenges and environmental concerns in the area.

C Line (Green) Extension
Enhanced Connectivity and Reduced Congestion:
The C Line Extension will not only connect Torrance to key destinations but also integrate with the existing Metro Rail C (Green) and E (Expo) Lines, creating an extensive rail network. This expanded transit system will provide residents and visitors with greater accessibility, reducing reliance on private vehicles and easing congestion along the busy I-405 corridor. Furthermore, the project includes the establishment of two new regional bus centers in Redondo Beach and Torrance, facilitating seamless transfers between different modes of public transportation.

Environmental Benefits:
The C Line Extension aligns with Metro’s commitment to sustainability and combating climate change. By offering a convenient and eco-friendly transportation option, the project aims to reduce car trips by an estimated 19.5 million vehicle miles per year. This significant decrease in vehicle usage will contribute to a substantial reduction of over 2,360 metric tons of greenhouse gas emissions annually by 2042. The extended rail network will play a crucial role in achieving energy and climate change goals while promoting a greener and more sustainable future for the South Bay region.
Project Status and Next Steps:
Currently in the environmental review phase, Metro has prepared a Draft Environmental Impact Report (EIR) that assesses three alignments: the Metro ROW Elevated/At-Grade Alignment (Proposed Project), Trench Option, and Hawthorne Option. The DEIR also considers three alternatives to minimize environmental impacts. Metro actively sought public input through multiple hearings, engaging the community in shaping the project’s future.
In early 2024, the Metro Board of Directors will select a Locally Preferred Alternative (LPA) based on findings from the DEIR, public comments, and technical analysis. Following the LPA selection, Metro will proceed with the Final EIR, refine project details, and develop a comprehensive construction schedule. The project’s progress will be transparent, with ongoing opportunities for public engagement and input throughout the process.
The C Line (Green) Extension to Torrance represents a significant step forward in enhancing transportation options and connectivity in the South Bay area. By expanding the light rail network and integrating it with existing lines and regional bus centers, Metro aims to provide a seamless and sustainable transit experience for residents and visitors alike. With the potential to alleviate congestion, reduce greenhouse gas emissions, and promote a greener future, this project holds immense promise for the South Bay’s transportation infrastructure. As the project progresses, continued community involvement will play a vital role in shaping a transportation system that meets the needs of the region while preserving its natural environment. Gregory Outreach Services Expands Food Access with Addition of Third Refrigerated Van
Gregory Outreach Services expands its mission to fight food insecurity with the addition of a third refrigerated van, doubling food access for low-income seniors and veterans in Phoenix.

Gregory Outreach Services’ newest refrigerated delivery van expands food access for low-income seniors and veterans across Phoenix.
Phoenix, AZ — Gregory Outreach Services has taken a major step forward in its mission to fight food insecurity with the addition of a third refrigerated delivery van, significantly expanding its capacity to serve low-income seniors and veterans across the Phoenix area.
The new refrigerated van was made possible through the support of a generous anonymous donor. The expansion is further strengthened by the continued generosity of the BHHS Legacy Foundation, who donated fresh produce to support the organization’s growing distribution efforts.
As rising food costs and inflation continue to place pressure on individuals living on fixed incomes, the need for reliable access to nutritious food has never been greater. This latest addition to the organization’s mobile fleet allows Gregory Outreach Services to double the number of individuals served, while maintaining strict food safety and quality standards.
“As the cost of living continues to rise, more seniors and veterans are struggling to afford nutritious food,” said Diana Gregory, Founder and CEO of Gregory Outreach Services. “This van allows us to bridge a widening gap for individuals living on fixed incomes, many of whom face mobility challenges and limited access to fresh food options.”
Meeting a Growing Community Need
Gregory Outreach Services works directly with seniors and veterans who are disproportionately affected by inflation, medical expenses, and transportation barriers. For many, simply reaching a grocery store can be a challenge. Refrigerated vehicles are essential to ensuring that fresh fruits and vegetables arrive safely and consistently at senior housing communities, veteran shelters, and community distribution sites.
“This third van complements the two already in operation and represents a critical milestone in our growth,” Gregory added. “We are deeply grateful to our anonymous donor for investing in our mission, and to BHHS Legacy Foundation’s Board of Directors and its CEO, Jerry Wissink for Legacy’s generosity in donating fresh produce. Together, this support allows us to scale our impact and respond to the increasing needs of our community.”
Expanding Impact While Preserving Dignity
With an expanded fleet and increased food supply, Gregory Outreach Services is better positioned to address food insecurity, promote healthier outcomes, and serve seniors and veterans with dignity, respect, and care. The organization’s mobile delivery model ensures help reaches those who need it most — directly and reliably.
