Signal Hill, a small city nestled within the boundaries of Long Beach, California, has a rich and fascinating history. Named after the hill that stands 365 feet above the surrounding area, Signal Hill played a significant role for the local Tongva Indians, who used it as a vantage point for signal fires visible for miles around, even reaching Catalina Island.

During the Spanish rule of Alta California, Signal Hill became part of the Rancho San Pedro land grant, covering an extensive area of over 74,000 acres. It wasn’t until the early 20th century that the region gained prominence in the entertainment industry. Balboa Amusement Producing Company, later known as Balboa Studios, utilized Signal Hill’s picturesque landscapes for outdoor movie locations. Legends like Buster Keaton and Fatty Arbuckle graced the hills with their performances.

However, Signal Hill’s destiny changed forever with the discovery of oil. In 1921, the Royal Dutch Shell’s Alamitos #1 well erupted, turning Signal Hill into part of the renowned Long Beach Oil Field. The hill became covered in over 100 oil derricks, earning it the nickname “Porcupine Hill.” Though the appearances have changed over time, Signal Hill remains an active oil field, with a few wells and derricks still standing.

Historical Notes Before oil was discovered in Signal Hill, there were large homes built on the hill itself, and in the lower elevations was an agricultural area where fruits, vegetables, and flowers were grown. Many of the truck farmers were Japanese. Between 1913 and 1923 an early California movie studio, Balboa Amusement Producing Company (also known as Balboa Studios), was located in Long Beach and used 11 acres on Signal Hill for outdoor locations. Signal Hill’s incorporation as a city on April 22, 1924, was driven by a desire to maintain independence from Long Beach, avoiding annexation and its associated regulations and taxes. Notably, the city made history by electing Mrs. Jessie Nelson as its first mayor, making her California’s first female mayor.

Phoenix Capitol Rail Extension: Connecting Downtown to State Capitol

The Phoenix Valley Metro Light Rail Capitol Extension is an exciting project that aims to connect the downtown core of Phoenix to the Arizona State Capitol. This 1.4-mile extension will integrate with the existing Valley Metro Rail system at 3rd Avenue and extend west on Washington Street, turn south on 19th Avenue, and loop back to downtown along Jefferson Street.

The extension is part of the larger Capitol/I-10 West Extension project, which was approved by the Phoenix City Council and Valley Metro Rail Board of Directors in 2016. It is a significant component of Phoenix’s T2050 plan, approved by voters in 2015. The extension will bring together state, regional, and local agencies, as well as community partners, to revitalize the downtown and State Capitol areas.

Currently, the project is in the preliminary engineering phase, where early construction plans and technical specifications are being developed. This phase will also include an Environmental Assessment, as required by federal regulations. The project team is actively engaging with stakeholders and the public to gather feedback and ensure community goals are met.

In August 2023, Governor Hobbs signed SB 1102, which enables the extension of Proposition 400, a regional transportation sales tax, to be presented to voters in November 2024. If approved, regional funding will support the continued operation of Valley Metro’s transit system.

Officials in Los Angeles County have issued warnings urging the public to stay away from several beaches due to high levels of bacteria. The L.A. County Department of Public Health has stated that people, especially children, the elderly, and those with compromised immune systems, could become ill if they enter the ocean water during this period.

While the specific cause of the elevated bacteria levels was not mentioned, it is common for excessive bacteria and debris to flow from nearby city streets and mountain areas, potentially contaminating ocean waters through storm drains, creeks, and rivers, particularly after rainstorms.

The affected areas where swimming, surfing, and playing are advised against include Avenue I Storm Drain at Redondo County Beach, Bluff Cove at Palos Verdes Beach, Hermosa Beach Pier at Hermosa Beach, Malaga Cove Creek at Palos Verdes Beach, Manhattan Beach Pier in Manhattan Beach, Marie Canyon Storm Drain at Puerco Beach, Topanga Canyon Beach in Malibu, Malibu Lagoon State Beach at Surfrider Beach, Sapphire Street Extension at Redondo County Beach, and Santa Monica Pier in Santa Monica.

The health department stated that the warnings were issued because bacterial levels exceeded health standards during the last testing. There is no current announcement regarding the end date of the ocean water use warnings. However, the water quality at Mothers Beach in Marina Del Rey, which was previously under warning, has now been deemed safe.

Regular testing of ocean water bacteria levels is conducted by the health department, and advisories will be lifted once the levels meet the standards set by the state of California. For up-to-date information on beach closures and warnings, the public is encouraged to visit the L.A. County Department of Health’s website or contact the county’s hotline.
